I found this to be curious... He (Reid) will keep meeting with senators this week to see if he can work out a political formula that will give him not only the 60 votes needed to begin debate, but the 60 needed to shut off discussion and bring the bill to a final vote. http://news.yahoo.com/s/ap/20091109/ap_on_go_co/us_health_care_overhaul I read a little fear into that fact. Reid wants NO debate over the health care bill. He just wants it slipped through like the stimulus and cap and trade. Apparently C-Span would not be that welcome reporting actual debates over the nuts and bolts of the bill. Whenever points are brought up that makes Reid or the Democrats uncomfortable he can simply call for a vote to end the discussion. These are the people wowrking for our benefit??? Not in this lifetime.... |

It doesn't stop the debate it sets a limit on the amount of time a bill can be held up if the majority believe that the bill deserves to be voted on. quote: Actually it isn't that simple Mike, and it certainly doesn't end the discussion as abruptly as you suggest. If he can get 16 Senators to sign a petition for cloture Reid can interrupt any speech to present the petition. The petition is read out and then put aside and the debate continues for up to 30 hours. The next day a quorum is called and the Senators vote on the cloture motion, which requires a minimum three-fifths (60 vote) majority. . |
