I get the description, and content and all, but was is this for?

According to this site:  "The Robots META tag is a simple mechanism to indicate to visiting Web Robots if a page should be indexed, or links on the page should be followed."

In content="all", that means the directives for the robot should be set to INDEX and FOLLOW.
