Unbelievable. But what isn't nowadays? Who signed this on behalf of the U.S. and who authorized them to sign this on behalf of the U.S.? Does our Constitution mean nothing, nothing at all, anymore? I would like to move to an island somewhere where politicians, 'leaders', tyrants, and dictators are forbidden. |

yes, it goes back...what I'm curious about is how it is to be interpreted. |

Well having just read the plan the Governments of Canada or the US would instigate a request for assistance in the event of a civil emergency for example earthquakes, floods, forest fires or the aftermath of a terrorist attack. Sounds pretty sensible to me. Well done Mr. Bush. |

What about those infamous loopholes that seem to always pop up in legislation. Is it possible they could be found in this too? |

such as.....? Civil disturbances. Group acts of violence and disorders prejudicial to public law and order within the 50 States, District of Columbia, Commonwealth of Puerto Rico, U.S. possessions and territories, or any political subdivision thereof. The term civil disturbance includes all domestic conditions requiring the use of Federal Armed Forces, as more specifically defined in DoD Directive 3025.12.5 http://law.justia.com/cfr/title32/32-1.1.1.9.87.html |

There are always loopholes Denise and there are some in this plan, one of them is with regard to who can actually instigate the request. It's designed with all scenarios in mind, including an attack on the government itself so the powers, at first glance, seem to be spread out across several branches of government. That's not worrying in and of itself though. You'd need to be a seriously hardcore conspiracy theorist to come up with a scenario where this could be used for nefarious purposes. . |

That imaginary island sounds more and more appealing. |

This could be a good thing, or a bad thing, depending on the circumstances. Let's hope the theory is never tested. I'm gonna go watch House. |

The posse commitatus law lapsed during the Bush administration, if I understand correctly. We were not allowed to use Umited States troops against United States citizens, in part as a reaction to some of the events around the civil war. This law, as I understand it, allows us to get around the law, now lapsed, in an even more direct fashion, by using Canadian troops. I am somewhat hazy about all this, so I urge anybody interested to do their own research. I believe it's part of the attack on civil liberties and civil protections against government incursions against the population by the government over the past 30 or 40 years. I really would rather that everybody simply take me as a nut-case on this, however, and do their own research to confirm or disconfirm my conjectures. I would frankly rather be completely wrong about this in every particular than be right in the least. |

Yes, Bob, it DOES allow the gov't to get around the law, as well as organizing civilian militia does. You are right to be concerned. Thank you. |

There are always loopholes Denise ... The size of a handy loophole is directly proportional to the diameter of your gun barrel. |
