The uploading can be done on your profile page. Be sure it's the right size!

Er, uh, I moved it off the Profile page, PdV...  

It's now a link on the Member's Area menu page.

I should also mention in passing, even though it doesn't apply to you, Justbleu, that the link won't even show up for Jr. Members (less than 50 posts). Only if someone sticks around that long is the feature available.
