I'm a little man
In a little room
Trying to count the score
No, no monk in deep thoughts
I'm just trying to like the room
My worry is they'll find me
Toast against the fire
A little old man with nothing
A little old man snuffling
A little old man on poverty
And when they finished mocking
They put me in a stocking
And deliver me to Gas
Bill unpaid
Gas mislaid
Only a geezer for stuffing

I don't quite understand "gas"
but I believe I realize
most of the rest of this.

One word sounds like a boiler.
Another was the gas meter was a machine you pumped coins into.
Gas was devolved from coal then natural gas.

Small bedsits where people survived were rented rooms.

A gas meter was fairly obviously where your cooking, heating and life came from with a meter that was designed for you to pump money into.

In earlier days we had Rachman, and nationalised industries then Blair and Brown.
