There are actually several ways you can work on it, Wind, depending on your preference and how much effort you want to put into it.
I'm going to assume you have a pretty good idea of what you want your site to look like and say (if not, that should really be your first step) and am going to give a brief explanation of the two different types of programs you can use for designing a web site.
Optino 1 - Coding. You can design a web site / page using any standard text program, such as notepad, wordpad, MS Word, etc. You can write out the code, save teh file as an html document, post it on the web, and voilla! Of course it's not that simple, you have to learn the coding, etc. But it's certainly one option.
Option 2 - WYSIWYG - which stands for What You See Is What You Get. It is a program type that allows you to design your website visually. There are a few minor drawbacks to using this type of software, but nothing I think a beginner needs to worry about. This is probably the most common way to design personal websites as it can be much easier than coding. However, I will say that a good understanding of the HTMLanguage can be very helpful and open up much.
