In a memo to his staff.

Next line in the memo:
"We provide the intelligence as we see it -- and let the facts alone speak to the policymaker"

Do these two statements conflict?

CIA spokesman Paul Gimigliano said the memo was "a statement about the nonpartisan nature of what this agency does," rather than the opposite."
"What that means, is when we are asked to provide intelligence on a particular topic, we do so without shading or shaping the information in any way. It is not a question of partisan support"

Sure sounds like the memo urges partisan support to me...What do you think?

Perhaps if the second part of the memo had read, ""We provide the intelligence as we find it ..."

and that would have intimated that "we" are not revising the information prior to it being given to the policymakers.

Yep, I agree totally, the CIA has been doing such a bang up job of providing correct information to policy makers over the last thirty years, it is only logical they branch out from their legal function of providing and analyzing information and attempt to formulate policy.

Can you imagine the gall of someone who takes over an agency in disarray and attempts to restore some sense of order and control?  What if such a ridiculous trend would spill over to the private sector?  Someone should owe some sense of loyalty to their employer?  Talk about a scary thought.

From pre and post CIA documents ( those made public and those leaked) it is apparent that Bush "knew" about the plans for the attack , but he and the Cheney-Rice-Rumsfield secrecy group ignored the warnings..

""The attack will be spectacular and designed to inflict mass casualties against U.S. facilities or interests. Attack preparations have been made. Attack will occur with little or no warning."
- CIA Intelligence Report for President Bush, July, 2001 (60 Days Prior to 9/11)

This was given to Bush by George Tenet, now he is replaced by Goss, probably because of this leak and his refusal to be a good "team player"

"attempt to formulate policy" is not at all the job of our spy agencies, it is to report only and all information they have on critical subjects to the president and his cabinet..... unsexed

The CIA and FBI are not "employees" of any president, and what information they give is not a commodity to use by a president to sell for a profit, or use as political capital to spend as he  might see fit.

The memo leak shows perfectly well who Goss works for...and who he will show allegiance,
