I believe its if you become a Moderator.

Hi Rachey-Poo

Each moderator signs up for a two week stint moderating a certain forum. Upon completion of the two weeks, the moderator gets a beautimous star. After five times, you get a gold star - I think and after ten another color and so on. If you put your cursor on a star that someone has - it tells you how many times that person has moderated.
