Like a cobra in a basket
he coils.
Head rises as he watches
those around him
through windows,
half closed,
to hide his avaricious soul.
He sways to the visual clue
of the snake charmer's flute,
for it is he who calls the tune,
as the serpent
dances his way
to a position of power.

The devil working his minion? Watching the masses and seeking a position from which he can gain the greatest control. The proverbial snake in the grass. At least that's how I read it. I recommend a shotgun or a mongoose for such problems.

A wonderful metaphor (the cobra and his charmer) for certain human personality problems.Well thought out poetically expressed.

I would tend to think of the danger more as greed, brutality and wanton powerlust than avarice per se. A little honest avarice in "enlightened self-interest" helps make civilized economies work. To be honest, though, one can't lose compassion nor condone sharp practice... When that happens, things fall apart, and the fix can take longer than expected.
