Waiting for a sign

They wait for a sign
to buy people off for good
instead of evil.

Waiting, waiting... It's like they
will die in Casablanca.

Today the sun shines
willingly despite the cold,
under peaceful reins.

What is this sign they wait for?
Passing time, aging of bones?
